TASKS AND RESPONSIBILITIES Of CONSTRUCTION MANAGEMENT CONSULTANT
The consultant services provided are classified into 2 categories, which are:1 The client uses a single main contractor and/or several contractors to conduct the construction project using a consultant service to supervise the construction project in this category. The construction and materials purchasing are the contractor’s responsibilities in accordance with the design plan and technical specifications.
The Construction Management Consultant has full responsibilities to coordinate with the entire team involved in the construction project, where CM consultant has tasks and obligations as follows :
- The consultant has to supervise every contractor’s activity in the construction project to ensure the contractor meets the expected level and quality in accordance with the valid design plan and technical specifications.
- The consultant has to precede the construction project in accordance with the time schedule made by the contractor and approved by the head of the project team and agreed by the project’s owner. If lateness occurs, CM has the right to throw a warning to the contractor to immediately take prevention and keep up with the lateness. If the contractor proposes a time expansion, CM has the right to evaluate and ask for the project owner’s approval.
- The consultant has to provide any kind of assistance to the project owner in the administration and payment settlement process in accordance with the contract, where CM will evaluate the proposed settlement by the contractor to avoid any overpayment.
2 The client uses several sub-contractors and/or builders in the construction project with the consultant service to supervise the project. In this category, the construction progress will be using a self-management system with the help of CM during the process of construction.
The tasks and responsibilities of CM in this category are:
- CM consultant provides inputs and opinions in selecting the team of the construction project (sub-contractors, builders, & material suppliers of the project).
- CM consultant supervises and evaluates sub-contractors/builders to achieve the expected result based on the design plan, and technical specifications applied.
- CM consultant has to provide any assistance to the client in terms of controlling, directing, warning, and, if necessary, firing the workers (builders/sub-contractors) with the permit from the client.
- CM consultant helps prepare time schedule of construction as a reference in the project with the permit from the client.
- CM consultant helps the client to prepare the administration process of incoming goods/materials and financial administration of payment settlement progress to the sub-contractor and/or builder in accordance with the level of work result on the site.
- CM consultant assists the client in providing opinions of the material selections for the project, which refers to the technical specifications of the design plan.
- CM consultant has to inform the client regarding any suspiciousness or errors possibility that will occur due to work disorder based on the design plan with the site condition/location where the project is built on.
- CM consultant has to represent the client to coordinate with the project team (sub-contractor, builder, and supplier) with the planner should there be any disorder between the design plan with the site condition that could fatally damage the construction.

If there is a change in specifications or drawings, the client only needs to inform his wishes to the cost and fee consultant and then the cost and fee consultant will communicate with architects and field workers and coordinate and supervise their work, so the client does not have to bother coordinating and supervising work in the field.

Clients can speed up the development process by increasing the number of workers and speeding up the procurement of materials in the field. Likewise if the client wants to build step by step, for example, just structure first, finishing will follow later to suit the budget and planning, so that the processing time is flexible according to the client's wishes.

The supervising consultant will always control the amount of payment for vendors or field workers according to the progress achieved in the field, so there is little possibility of overpayment from the client.

The supervising consultant always checks the drawings prior to implementation in the field so that if the drawings contain planning errors as early as possible they can be anticipated.
